Hua Hin Villa Estate Raid Nets 13 Foreigners in Nationwide Nominee Crackdown
In August, more than 200 police officers raided a housing and pool-villa development in tambon Thap Tai, Hua Hin, arresting 13 foreigners accused of using Thai nominee shareholders to circumvent foreign land-ownership restrictions. The targeted project, known as “A Hua Hin,” sells units in the 10-20 million baht range, and investigators say six separate companies — four tied to the project’s first phase and two to its second — were set up specifically to hold land and other assets on behalf of foreign buyers.
Those arrested span a wide range of nationalities, including buyers from the UK, China, Italy, France, the Netherlands, Austria, the Philippines, and the United States, underlining that nominee structures in Hua Hin aren’t concentrated among any single buyer group. Police have also obtained arrest warrants for 45 foreign suspects in total and issued summonses to 39 Thai nationals believed to have acted as nominee shareholders, suggesting the Thap Tai raid is only the visible part of a larger network.
The operation was carried out as the sixth phase of a nationwide crackdown led by deputy national police chief Pol Gen Samran Nualma, and it lands alongside separate reporting on how such nominee arrangements exploit gaps in Thailand’s foreign-ownership rules more broadly. For a resort town like Hua Hin, where villa developments have long marketed themselves partly on ease of access for foreign buyers, a high-profile raid of this scale is likely to put renewed scrutiny on how developers and law firms structure these deals — and on buyers who may not have fully understood the legal exposure of a nominee setup.
It’s too early to say whether the Thap Tai case will trigger stricter due-diligence requirements across other Hua Hin projects, but the raid is a concrete reminder that Thailand’s nominee laws, while long on the books, are now being actively enforced rather than treated as a formality.
