New Wang Chan Town Plan Locks In Zoning Rules for EEC Land in Rayong
Rayong’s Wang Chan district now has a formally enforced town plan dividing it into 11 color-coded zones, each carrying its own rules on permitted business types, building sizes and setbacks. The plan includes a dedicated special economic zone meant to promote innovation, research and development, and EEC-related businesses, alongside housing, commerce and services aimed at the workers those industries bring in. Investors in that zone still have to clear the usual layers of Thai regulation — the factory category list, EEC law, factory law, building-control law and environmental law all still apply.
The timing matters. Wang Chan sits inside a broader corridor that has already seen industrial land prices climb sharply on the back of Chinese manufacturing investment, and separate reporting on the Board of Investment’s push to ease zoning and land-rule bottlenecks suggests planners are trying to keep pace with how fast that investment is moving. A formal zoning framework gives both investors and local authorities clearer rules for what can be built where, rather than land use being decided case by case as demand arrives.
For landowners, the practical effect is uneven. Plots inside the new commercial and EEC-support zones stand to gain from clearer, investment-friendly rules, while land designated for agriculture or conservation faces tighter restrictions than before. That split mirrors a tension playing out across the wider Eastern Economic Corridor, where the pace of industrial land buying has periodically run ahead of the planning rules meant to govern it — and where a codified plan like Wang Chan’s is as much about catching up to existing development pressure as it is about shaping future growth.
