Thai Airports Can Now Open Checked Bags Without the Owner Present

Since October 16, 2026, Thailand’s Civil Aviation Authority (CAAT) has allowed airport security staff to open a passenger’s checked bag without the owner present, at every airport in the country. The rule followed an ICAO audit that identified gaps in Thailand’s baggage-screening procedures.

CAAT has been clear that this is not a general search power: a bag can only be opened when X-ray screening gives staff reasonable grounds to suspect it contains explosives, other dangerous goods, or items prohibited from air travel. Officers must record video of the bag being opened in a designated area, and must leave a written Notice of Baggage Inspection inside once they’re done. Any prohibited or dangerous item found is confiscated and not returned to the passenger.

One practical consequence: if a bag is locked and staff can’t open it, they are permitted to break the lock or locking mechanism to inspect it, and travellers get no compensation for that damage. Airlines and travel guides are advising passengers to use TSA-approved locks, which security staff can open without needing to force them, specifically to avoid this. The rule applies to all checked baggage passing through Thai airport screening, so anyone flying out of the country should pack accordingly and keep anything fragile or valuable in hand luggage where possible.
