Thailand's DTV Visa Now Requires Proof of Permanent Residence and a Criminal Record Check
Thailand’s Department of Consular Affairs announced revised supporting-document requirements for the Destination Thailand Visa (DTV) on August 28, 2026, which took effect nationwide on August 31, 2026. The change replaces the previous requirement to prove an applicant’s current location — which a hotel booking could satisfy — with a requirement to prove permanent residence in the country where the application is filed, and adds a new requirement for a criminal record clearance certificate, issued either by the applicant’s country of nationality or the country of application, and no more than six months old at the time of submission.
In practice this closes the route of applying through whichever Thai embassy happened to be quickest: someone merely visiting a third country can no longer file there.
Applications submitted through the Thai e-Visa system before August 31 are still assessed under the old requirements.
According to Thaiger’s reporting, the August 28 announcement does not define which residence permits, temporary visas, or other documents qualify as “proof of permanent residence,” and individual Thai embassies and consulates have published differing interpretations for applicants applying outside their country of nationality:
- The Royal Thai Embassy in Vientiane requires applicants to be a national or permanent resident of the country where they are applying.
- The Royal Thai Consulate-General in Ho Chi Minh City accepts either a Temporary Residence Card or a Permanent Residence Card, allowing applicants with only temporary long-term residence to qualify.
- The Royal Thai Consulate-General in Los Angeles accepts a valid driving licence, a valid US visa, or a permanent resident card; non-US citizens can use a permanent resident card or a US visa with at least six months’ validity remaining.
- The Royal Thai Embassy in Moscow is less consistent: its English-language guidance refers only to a permanent residence requirement, while its Russian-language announcement limits eligibility to citizens and permanent residents of Russia, Belarus, Armenia, Uzbekistan or Moldova.
Prospective DTV applicants are advised to confirm the specific document requirements with the Thai embassy or consulate handling their application, since interpretations vary by location.
